why once some one reply me it said "TI Thinks Resolved"? It is not resolved in my opinion!

The typical number represents the low RSSI threshold of the device. With any lower dBm, you would not reliably receive packets (for example, at 1 DSSS, -96 dBm would be far down into the noise floor). Anything higher, you should see. The minimum and maximum are not as relevant as the typical here. For your purposes with the average RSSI value, you would see the typical.
