There is some explanation on the external flash usage and sizing in section 8.15.4 of the NWP programmer's guide.
Which specific references to the temporary external SPI flash space are you encountering? This is most likely referring to the temporary space used during the unpacking of the external flash image that is performed at initial boot, although I would need to see the specific context to be sure.
