The 0ohm resistor is there as a provision for developers who want to experiment with an external oscillator (TCXO/XO).
By replacing Y3 with an external oscillator of the same footprint, you would then remove the decoupling caps and replace the 0ohm resistor with an 82pF capacitor. See Section 5.15.5.4 in the CC3220 datasheet.
