When 802.11h is enabled, 802.11d is enabled too.
Why isn't it able to enable only 802.11h?
I would like to disable 802.11d and enable only 802.11h.

IEEE 802.11h standard states that AP must have Country IE enabled when 11h is enabled.
As a station we need to support 11d when 11h is enabled since we need to know the country in which we are at to support the power constraints.

FCC will disallow 802.11d after January 01, 2015
After January 01, 2015, the FCC will not allow the use of 802.11d. The client cannot rely on the Access Point to ensure compliance to the FCC certified frequency bands. If sold in the U.S. the client module must be configured for U.S. use only. Current certified radio modules will be grandfathered in but after January 1st, all new applications, Class 2 Permissive Changes, and Change of ID must show compliance.
