CC2530: ZED didn't receive commands from its non-coordinator parent

I use Z-Stack 1.2.2 (HA). When parent of a ZED is ZC and I send a command from ZC to ZED, I see in the sniffer log that two packets are sent from ZC to ZED, but when the parent is not ZC, no packet is sent from ZC to ZED!

Yes I use packet sniffer to see packets. When for example a ZED sends a message to ZC (that is not ZC), I see in the packet sniffer that it first sends packet to its parent and then its parent sends the packet to ZC. But when I send command from ZC to ZED no packet is sent from ZC. 

I will try to attach sniffer log. But what I found is that when I send a command from ZC to a ZED that its parent is ZC, ZC will keep the message until a Data Request is sent from ZED to ZC, and then it sends  its command packet to ZED, but when parent of ZED is a ZR, the ZED sends its messages to ZC through ZR,but it sends Data Request to ZR not ZC, so when I send a command from ZC to ZED, ZC keeps the message until it receive Data Request from ZED but it doesn't receive it beacause ZED sends Data Request packets to ZR not ZC, so no command is sent to ZED from ZC.

Unfortunately I can't use Z-stack 3.0 because it is incompatible with Z-Stack Linux gateway that is designed for Z-stack 1.2.2. So I tried to implement it manually and as I found when a command is sent from ZC to a ZR or ZED, AfDataRequest() is called with parameters like Destination Short Address and Cluster Id an so on. So I thought if I can send these parameters with AfDataRequest() to a ZR that is parent of a ZED, and in ZR I call AfDataRequest() with those parameters, it may be possible to send command indirectly to ZED. In first try it was not successful and while the I could send parameters to ZR correctly but no command is sent from ZR to its child. This function needs parameters related to source side like Source End Point and Pan Id that I used the ZC ones. Is it possible to send command indirectly in that way?

I run it on Beaglebone Black. When in the cod of zigbeeHAgw, ignore_zbee_reset = 0 it sticks on "resetting ZigBee Soc" but when I disable it (ignore_zbee_reset = 1), and after that it runs NPI_lnx_arm_server  it issues error message "Could not initialize Soc".  The old version of ZigbeeHAgw runs successfully with ZNP Z-stack 3.0  but when I run new version of  "main.bin" file it is waiting for initializing network.

No other server is running. When I extracted Z-Stack_3.0_linux_gateway in windows despite what is said in documents there was no Precompiled directory (that server applications reside in it) in the Z-Stack 3.0 directory.

I programmed CC2530 with prebuilt hex file for cc2530 (with Z-Tool) and also with ZNP IAR project in Z-Stack 3.0 but in both cases servers failed to run. Why should I set HAL_UART_USB=1 while I use uart connection between cc2530 and BBB?
Just in the case that I program CC2531 USB Dongle with ZNP IAR project for cc2531 (not with prebuilt hex file for cc2531 dongle) the servers run successfully but after that when I run "start_application" application, "network intializing..." message is shown in the "network" section (It means no network has formed).

No, As I know the prebuilt ZNP FW for cc2530 in this folder is compiled for SmartRF05EB that the connection between CC2530 and Beaglebone Black is through USB, so when I download it on my CC2530, the servers don't run.
Just in the case that I downloaded prebuilt hex file for cc25331 USB dongle in my CC2531 USB dongle both the servers and start_application run successfully and network is formed by ZC. In this case when zigbeeHAgw is running and after that I run start_application, I see in the terminal of zigbeeHAgw that after sending command with cmdId=NWK_ZIGBEE_NWK_INFO_REQ and receiving response from ZC, devState=DEV_ZB_COORD and Status=NWK_UP and CoordAddr=0x0000, but when CC2530 is connected to Beaglebone black and when I run start_application those parameters are as: devState=HOLD and Status=NWK_DOWN and CoordAddr=0xFFFE. I think I should set a parameter in the ZNP code so as CC2530 acts as coordinator or may I should use bdb_StartCommissioning() function for forming network or even set a parameter so as initial device state dosn't be the hold state.
