In addition to Clement's answer, please refer to the Hardware Architecture section of the Z-Stack User's Guide to further understand the features and peripherals with have been removed or modified.

On CC2651R3 devices, the ROM only contains the boot-code. It is used to boot the device, run some trims and make the device ready to execute some code.
Other devices (like CC2652R1), the ROM also contains some pieces of TIRTOS and of the BLE Stack. On CC2651R3 devices, this has been moved to flash. The tool chain will make sure the proper pieces of software are link into the image flashed.
