CC2531EMK: Changing Occupied Heating SetPoint

Hi,

I have a smart thermostat as end-device and I wanted to know If by changing the attribute via ZTool ( AF_DATA_REQUEST ) the change is only visual, or the thermostat actually opens the valve.

I saw that the there is a server command called "Raise/Lower Occupied SetPoint" which raises, or lowers, the setpoint by a certain value, but I would rather have full control on heating setpoint.

Edit: In case, how do I call a cluster command? Frame Header what value has to be? Since the raise/lower command id is 0x00 how can i not confuse it with the read command, which is also 0x00
