CC2530: few end equipment is not able to access the network

Hi team,

Here's an issue from the customer may need your help:

Stack zstack-2.5.1a

The network consists of one coordinator, three routes, 42 terminals (parent node is routing), all powered on NV_RESTORE.

For application purposes, 42 terminals poll for 4 minutes of power-down sequentially (only 21 terminals are powered at the same time) It is now observed that the entire system runs for an hour or two and that individual terminals are not able to access the network intermittently (more frequently when polling goes off and powers up faster).

The customer would like to know what's the possible reason for that. Could you help check this case? Thanks.

    I'm not fully understanding the issue, especially as it pertains to the polling and power timing.  Can you please try re-explaining the problem and provide a sniffer log to help me understand the network's behavior?  Do all 21 devices power on and attempt to rejoin at the same time?  Preferably, they would be staggered as to not overload the Coordinator.  What is the behavior of a device which is not able to access the network?  It should be designed to restart and try again after failing the first time.
