In a case where the RF transceiving lines of RF_P and RF_N are not being used, is there a design suggestion for those pins or we can keep it floating?

That is not a use case that we've evaluated, If there's no chance that the radio can transmit then I think it's ok to leave the outputs unterminated.

I had a query regarding using CC2538 without RF.
In a case where we are not using the RF application, we can still properly develop an application with other protocols (SPI, I2C, UART, etc) on CC2538. Basically, can it be used as a Non-RF microcontroller?

Yes this should be fine. You would just leave the RF core clock gated (powered down).
