In the original question, 6 years ago (January 2019), @YiKai_Chen Zigbee from TI wrote that the certification was not mandatory for a product using Zigbee.

As of 2025, Zigbee being part of CSA, is it still the case? Can we use Zigbee chip & stack (Z-Stack in this case) without being a member of the CSA & without certifying the device?

    With the Zigbee F3 SDK (8.40.02 I believe, will be released soon) Zigbee is fully certified; however it is the customer's responsibility to have their product certified through the Zigbee Alliance. This will ensure that it is compatible and interoperable with other Zigbee 3.0 devices. FCC certification is also mandatory.

    Thanks for your reply, but I'm not entirely certain of the implications in my case. Can you explain what you mean by "Zigbee is fully certified"?

    If I want to sell a product which does not need any compatibility or interoperability with other Zigbee devices (I just want my own devices to work together, I don't care about connecting anything external) and there is no such claim on the product, do I still need to certify the product through the Zigbee alliance?

    it is the customer's responsibility to have their product certified through the Zigbee Alliance.

    -In this case you may need to directly reach out to CSA to ask about this, as I am unsure of any legal implications about using Zigbee in a product but not advertising it. 

    Can you explain what you mean by "Zigbee is fully certified"?

    -On TI's side our Zigbee Stack is compliant with what CSA sets out, meaning if the customer wants to certify through CSA with TI Zigbee stack, then there should be no problem.
