CC2652R7: Develop the thread application layer

We have decided to focus our Thread efforts within Matter and Gateway applications. For that, we have github available for Thread and Matter.

For standalone Thread applications, we had offered this in our previous SDKs, which are still available for reference.
For example, a Door Lock Thread application running CoAP: door_lock
