The output power registers can always be fine tuned. This is mentioned in Section 10 in the app note SWRA640:
Following RGW's reply,
Section 10 contains the information necessary to create your own "small steps" dBm levels:
"64*3 192 available settings for TX output power"

The PA table is not enabled by default, so I would recommend enabling the PA table; you can do so by going to code export, settings, and finding the PA table export and set it to "Active PA Table"

Once the PA table is enabled you can see how the settings are calculated and find your values according to the SWRA640.
