Length field on ZB_ALLOW_BIND_CONFIRM

I built a little library  for use with CC2480 (not  ZASA based).  All communications are fine. But I found that  ZB_ALLOW_BIND_CONFIRM  (router code) returns value 3 on Length  field, instead  of 2  according to page 31 of SWRA175A. Does anyone have this problem?
