Z stack 2.5.0 Coordinator can not successfully start network

I use Z stack 2.5.0 Coordinator profile but can not successfully start network. The coordinator can execute until its device state is DEV_COORD_STARTING, then get short addr 0x0000, and issue NLME_NetworkFormationRequest. after then on, the system keeps on process empty task queue, I put a break point in ZDO_NetworkFormationConfirmCB(), the system can not enter this code base, even with none successful network formation.

I am not sure what happen, I disable frequency agility and inter PAN communication.

Any help?
