Why the join algorithm in Z stack uses one shot LQI instead of average one

I notice that LQI for certain beacon msg can varies a lot. And the join algorithm in Z stack uses one shot instead of multiple average. for instance, if node receives beacon from on node with LQI as 100, 60,60. and another beacon with LQI as 90,92,85. maybe device catches up 100 LQI beacon at first and the "real" good candidate can not squeeze into it.

Just wonder it makes sense to modify this to use average LQI instead of one shot to device potential parents
