CC2531 initial boot

I've got a CC2531 configured per the Application Circuit shown on the literature, and am trying to power it such that SmartRF Studio 7/Flash Programmer etc. recognizes the CC2531.  3.3 volts is powering the CC2531 and 39 mA is going to it (consistent with what Datasheet says is the max), but no SmartRF program recognizes the chip.  I get no USB error message from Windows 7 x64 Pro.

My CC2530 DevKit Evaluation Boards are immediately recognized.  Is there something I should be doing on initial Bootup to get the computer to realize the CC2531 is attached or could my MCU be burned?
