CC2530 and CC2538 FCC Certified

In CC2530 Data Sheet http://www.ti.com/lit/ds/symlink/cc2530.pdf, it states that

Suitable for Systems Targeting Compliance Several Serial Protocols

With Worldwide Radio-Frequency Regulations: ETSI EN 300 328 and EN 300 440 (Europe), FCC CFR47 Part 15 (US) and ARIB STD-T-66 (Japan)

 

In CC2538 Data Sheet http://www.ti.com/lit/ds/symlink/cc2538.pdf, it states that

Reference Design Certified Under FCC and ETSI Regulations

 

Please elaborate the differences.  If we use these parts, do we need to get FCC certified?

Are they both certified by ZigBee?  If we use these parts, do we need to get ZigBee certified?

    the reference design EM has been certified FCC/ETSI. You must undergo radio certification for the respective country where you want to sell your product (e.g., FCC in US) but if you follow the exact recommendation of the EM reference design done by TI then you eliminate a risk of not passing radio certification with your SKU.

    Same line of thought for the SW: the stack is ZigBee certified, on both 2530 and 2538.

    If you want your product to be interoperable at the application level you must undergo profile certification in the respective space with your final SKU.

    TI stack provide the necessary infrastructure to implement logical devices such that your application will be able to pass certification.

    See http://zigbee.org/Products/ByFunction/AllFunctions.aspx and look up all Texas Instruments logical devices which can be easily certified using Z-stack as base
