RSSI or LQI which one I should prefer ?

Hi,

I am working on a CC2530+CC2591 based Zigbee solution and I am confused about LQI and RSSI values I am getting.

According to the design note below a low value indicates a better link than what a high value does.

 But during my experiment I found that I was getting a higher LQI values when my modules where closer and it was reducing as I moved them far.

When both the modules where closed I got an LQI value of D9 (using Z-tool) and the RSSI value around -20dBm(using smartRF studio).

And when both the modules where around 300m far I got an LQI value of 4 and an RSSI value of  -83dBm and the packet loss percentage was 3%.

Since the packet loss percentage is as low as 3 percentage I consider it to be a good link but the LQI values are confusing me.  

Please help me on this.
