Bind device in simple api

Hello, I have question about zb_BindDevice ( uint8 create, uint16 commandId, uint8 *pDestination ), I can't understand what is the commandId parameter exactly

Command ID is the cluster id that you want to bind.

what do you mean by cluster ID?? for example if i have 2 commands between 2 devices, one for control and the other for reading sensor value i should call this function twice (bind the device for those 2 commands)??
