i dont know why, but my Firefox and IE are not able to download the software.

Are the links not working? Can someone give me a link to latest version of swrc126.zip (22MB) - contains ZStack-CC2530-2.5.1-a.exe

The latest is ZStack home 1.2.0 and you can download it from http://www.ti.com/tool/z-stack.

i dont need the z-stack home. i need full z-stack

Z-Stack 2.5.1a is obsolete and not available for download. If you need it, I would suggest you to contact your local TI sales representative.
