What is the difference between 0dBm setting and +5dBm setting mentioned in section 5.6.1 in CC2520 datasheet. Also, the range for programmable output power is -20dBm to +5dBm then why is the maximum limit of output power for +5dBm setting is 7dBm?

Not sure what you mean by your first question, see SmartRF Studio for which registers you have to set to get the two different output powers.

TYPICAL is 5 dBm, over process/ voltage/ temperature the output power will have a variation and the the max output over condition is 7 dBm.

My first question was that in section 5.6.1 of CC2520 datasheet there are two settings given for output power 0dBm and +5dBm in the conditions column What is the difference between these settings?

The difference is the TXPOWER register. For 5 dBm it is 0xF7 and 0 dBm it is 0x32.
