As I know, there is no Zigbee IP for CC253x to download now.

I read in the below link that TI is providing Z-stack PRO and Zigbee IP for CC2538.

Yes, I know TI works on this. However, they don't release it yet. To get their roadmap, you have to contact your TI local representative for it.
