CC2538 current consumption for transmitter at 0 dBm

According to the data sheets the current consumption of the CC2538 is about 24 mA with the transmitter @ 0 dBm.   I have a custom board, and I measured the current consumption of 44 mA with the transmitter @ 0 dBm.   Going into mode 2 deep sleep mode the current consumption is 0.6 mA, therefore I don't believe the other components are contributing to this.   Also when I made the measurement of 44 mA just about all the peripherals were inactive.   Could anyone offer an explanation of this 20 mA extra current?
