You can use CC2531EMK or SamrtRF05EB+CC2530EM.

I have CC2538DK, inside that there is CC2531USB Dongle is present. I want to know which are the other devices which can be used as a Packet sniffing hardware?

If you install Packet sniffer, you will find sniffer_fw_cc2531.hex under C:\Program Files\Texas Instruments\SmartRF Tools\Packet Sniffer\bin\general\firmware. You can download it your CC2531 dongle.

Other than CC2531, it is SamrtRF05EB+CC2530EM.
