Where can I download  OTA Console from?

I have only OTA server in my Z-stack distributions:

    Document Number: SWRA353

    I also don't see Network Manager referred in section 2.2.3

    To use OTA console, you just open a DOS console and switch path to "C:\Program Files\Texas Instruments\OtaServer". Then you can use command "OtaServer -p "COM1" -s "38400,CTS/RTS,None,One,8" -ch 0x0B -pa 0xFFFF -de 0xFFFF -e 0xff -f "c:\my ota
    files\ota image.zigbee" -l "logfilename” -NoVersionCheck" in console.
