Hi,
yes of course. These devices have flash page protection as well as debug lock, to prevent both read-out as well as flash overwrite from the program space. Please check for instance Section 8.6 in www.ti.com/.../swru319c.pdf for CC2538 or chapter 9 in www.ti.com/.../swcu117a.pdf for CC26xx.
