RSSI and PER performance of 2530 vs. 2538

I ran a test with PER test on smartRF05 with 2530EM to have a sense of RSSI and PER performance. The performance was very poor compared to smartRF06 with CC2538EM. 

With 2530EM, even when 2 boards are less than a feet away it gets -90dBm and %30 packet loss. When I moved one board 2 meter away, RSSI goes to -100dBm and stopped receiving completly.

With CC2538 though, I was able to maintain a transfer at a ~10 meter distance with less than -70dBm RSSI.

Is this expected? If true, it means I can't use CC2530's without a range extender for robust functioning.
