What debugger shall be used to program MCU CC2538?I

I will be working with CC2538, I saw everthing related for evaluation boards. But at this point that I need to know is the debugger that I need to use to program CC2538.

Could you please help me to answer my question?

SmartRf06EB incudes a XDS debugger. No need for an external one :)

CC-debugger can't be used. This tool exposes a 2-pins proprietary debug interface, not JTAG.
You could use Segger J-Link www.segger.com/jlink_base.html or XDS100v3 emulator www.spectrumdigital.com/product_info.php

Please also note the CC2538 comes with an on-chip ROM bootloader that can be used for programming the device.
