48 pin of CC2538 is constant high all time

I have a small board with TI CC2538, 32MHz cristal and 2xPLD connectors. The TI CC2538 is clear (from a factory and without any boot memory and firmware). When I switch on power (3.3V) TI CC2538 sets the high level on the pin PB7(48)(TDO is constant high (3V)). Maybe somebody knows why does it happen?

Hi,

This is the default state of the pin (input with pull-up).

As stated in the CC2538 user's guide (http://www.ti.com/lit/ug/swru319c/swru319c.pdf), page 237:

"All GPIO pins are configured as input GPIOs with pullup enabled (except PC0- 3) by default (GPIO_AFSEL = 0, IOC_Pxx_OVER = 0x4. A POR or asserting RST puts the pins back to their default state."
