As I know, there is no CC2538 simulator in CCS. I think you have to buy CC2538DK to do this.

Only Z-Stack or TIMAC provide API to access RF activity. However, they need IAR and you also tell me you don't use Z-Stack.

my intention is i don't want to connect external controller to cc2538.

1.one way of configure the module is If i connect the external controller to the cc2538 chip i can configure cc2538 with device specific parameters by sending API commands from external controller UART to cc2538 uart. Uart in cc2538 execute the incoming commands from external controller and give the corresponding response.
2.my intention is i don't want to connect the external controller to cc2538 but i want to configure the cc2538 with device specific parameters at every power up stage.How can i handle the cc2538 uart. is there any API's for configure cc2538 with device specific parameters?

The following are the list of the device specific parameters i want to configure.
1.Device operating channel
2.Device PAN ID
3.Enable the CB register for ZDO responses
4.AF_Register.
5.ZDO_STARTUP_FROM_APP
after started as the configured device we want to send follow commands
6.Bindings
7.data requests

These capability seems like ZAP does. Why can't you just use ZNP to do it?

1. Since you want to send those parameters to config CC2538, there must be a host application doing this by UART. Where does this host application run? I suppose it run on another MCU or PC. If so, it is similar to ZAP.
2. There are some MAC API in MT command. You can refer to Z-Stack Monitor and Test API.pdf in document folder of Z-Stack.

1.i would implement an interface in cc2538 without need of external mcu. By writing the API functions in cc2538 and configure the cc2538 module.

I would suggest you to study how the following parameters are manipulated in Z-Stack.
1. channel: zgDefaultChannelList
2. PANID: zgConfigPANID
3. ZDO callback: Check API ZDO_RegisterForZDOMsg()
4. AF register: Check API afRegister()
5. Binding: ZDP_EndDeviceBindReq
6. data request: If you mean polling rate, you can check API NLME_SetPollRate().

MAC_MlmeStartReq is a very kernel API for Z-Stack. Only Z-Stack library uses it and I don't think it is a good idea to call it from your application.

1. What do you mean main loop? Can you point out where you want to use peripherals API in source code?
2. I won't say it is must. However, your application seems want to do lots of configuration so I think it is better to have external controller to configure the module.

For application programmer, it only helps them to know more about Z-Stack MAC layer API but you almost don't have to use it.
