Can I fix the zigbee EndDeivce's NWK Short address to NV? Because I need to send packet from ZO to the special ZED, I should write a pre-address to the ZED. So can I?

Short address of device is assigned by Z-Stack and you cannot assign it in application.

Hi,thank you. I need to know what's the ZED's address, so ZO can send packet to it. What should I do? BIND END POINT? or use GROUP ADDRESS?

When a device joins Zigbee network, it will broadcast end node announcement with its short and IEEE address. You can register end node announcement event to listen it and keep it on your coordinator.
