clarification about IEEE 802.15.4 standard

Hi Ti

Many RF Transceivers  available with the standard IEEE 802.15.4.I want to send data to one rf transceiver  to another rf transceiver.

1.What specifies the IEEE 802.15.4 Standard?

2.is there any technology to be implemented(Zigbee,WPAN) to send data from one rf transceiver to  another rf transceiver or directly send data from one rf transceiver to another rf transceiver by handling with the user developed Application layer?  

3.IS 2.4GHZ  frequency will directly travel from one transceiver to other transceiver with out any network formation?
