And when a message is fail to send what should I do? Should I calling NLME_RouteDiscoveryRequest() to that short address and wait?

When a message can find its route to destination, Z-Stack would do route request automatically and the application code don't have to do anything.

You can enable APS ack and if you don't get APS ack after sending a packet, you can resend it several seconds later. You can decide the delay by yourself according to your application.

That means there are no specific time or a notification to do this task, and we can only send blindly the message back after some seconds to see if the message has reached its destination or we have to wait and try again.

The number of DEXTENDED_JOINING_RANDOM_MASK=0x007F can I assign it to 0xFFFF to get a wider random number?

Yes, you can set it to a larger value to get wider random number. However, it doesn't make sense if you have a look at the following code in Z-Stack.

ZDApp_NetworkInit( (uint16)(NWK_START_DELAY + ((uint16)(osal_rand()& EXTENDED_JOINING_RANDOM_MASK))) );

I just want to make sure each Router has started up at different time.

You are welcome and I think original mask is good enough for routers to start at different time.

In file "Application Level tunning of ZStack.pdf", I found that they mention about "PASSIVE_ACK_TIMEOUT"
"The amount of time the network layer waits before re-transmitting a broadcast message if it didn't hear the retransmission from its neighbors."

Does this means setting this value can make the software to send broadcast message back if it not received by it's neighbor? But I can not find where this parameter is set in f8wconfig.cfg
