What my client needs is to ensure possible changes in the app layer.

For CC2538, you cannot update application only.

As what you said me, It's technically impossible implement a OTA Client in a SE Router with a CC2538 (ARM) because of memory size. As I know,
the .hex file of a smart energy router could be bigger than 400KB.

The hex file size might be bigger than 400KB but the actual binary size should be less than 256KB.

I generate the bin file (IAR->Options->Output Converter -> Generate additional output--> bin--> SampleApp.bin ). The file size is, without any change, 511KB.

So It's not possible to do a router with OTA.

If binary is so big, you can add an external EEPROM for OTA.
