There is, depending on what you mean, but it's a big learning curve and possibly not what you are looking for. There are emulators for the ARM Cortex M3 that the cc2650 is based on, but it doesn't emulate the particulars of the cc2650 such as the RF part or timing characteristics, etc.

So it depends on what you are trying to achieve. Qemu for example can emulate Cortex M3. Haven't tried it though so can't help you there. If you want to simulate a network, Cooja from Contiki OS is an option albeit it won't simulate the cc2650 specifically. Instead it either runs native code, or emulates an msp430, but it allows you to see behavior over even large networks. Also, if you just want to verify an application that doesn't use platform specific code, Cooja may the choice for you.

Zigbee HA profile is not IPv6 based. If you have to do this, you have to do the mapping by yourself.
