What does the Router / End Device will do when the permit join is disabled - CC2530 - Z-Stack

Scenario -  I have 4 Coordinators with different PAN IDs like (PAN-ID1, PAN-ID2, PAN-ID3 & PAN-ID4)
By default all of the Coordinators are holding their network with permit disabled.
I am controlling the 3rd Coordinator to enable the joining permits.(i.e PAN-ID3)
Now a new Router/End-Device comes into the network- By default it will try to connect it to PAN-ID1(assuming the Strongest )
Now the question is, Whether the Router/End-Device keep trying it connect to PAN-ID1 or does it cycles from PAN-ID1 to PAN-ID4 ?
(The Router/End-Device Pan-ID is OxFFFF)
