I'm using the cc2538 to create a solution but I was using the z-stack with IAR, but my free licence has ended and I don't have money to pay the full licence what can I do?

The alternative is to use ZAP+ZNP architecture but you will need an extra MCU to act as ZAP and make CC2538 as ZNP.
