Flashing Image to CC2538 by using Flash Programmer 2

Hi,

We are able to flash image in  CC2538 Evaluation modules after inserting that to SmartRF06 Evaluation Boards using that Flash Programmer2 application

But , It is not detecting with just USB connected to CC2538 Evaluation Module without  SmartRF06 Evaluation Boards .

In the above link , Under Supported debuggers and interfaces ,It is written  "Serial COM port interfacing CC2538, CC26xx and CC13xx devices"

Can we really program with only CC2538 Evaluation Module?
