End device receives device announce indication

Yes, that's correct. But, why does your end device need to know this?

Because when an en device try to send messages to another one without binding,
addresses are necessary.
Or should I use binding...

I try to use Zstackapi_ZdoEndDeviceBindReq to implement binding with another end device,
however, I figured out that short address is still necessary.
So I still have to know short address from other devices, right?

I send end device binding request on both side, and then they can send messages to each other.
