How do I test 2 cc2650EB boards with z-stack? I don't have cc253x boards with me.

Do you mean you have two CC2650DK? If so, you can try to run ZNP on one of CC2650DK and connected it to PC which runs ZTool to make it act as coordinator. Then, run SampleSwitch as Zigbee end device on another CC2650DK to make it join coordinator. You can refer to sunmaysky.blogspot.tw/.../setup-zigbee-ha-coordinator-with-ti.html and do similar tests on CC2650DK.

The links above says cc2531 dongle is required. Is it mandatory ? Is there other way to test?

You can use CC2650DK instead of CC2531 USB dongle.

sorry I gave wrong information, I don't have cc2650DK (smartrf06 base board + cc2650EB). I have cc2650EB (i.e board mounted on smartrf06eb)

That is CC2650EM so I think you have to buy SmartRF06 to do the test.
