One ZC and 13 ZR.1 ZR node have 3 endpoint.
ZC send Broadcast to ZR,and then ZR recive this ZC Broadcast MSG and ZR report this MSG using Unicast.But can't report all the msg.Some ttime one of the
enpoint in the node can't report.I use osal_rand() for seting osal_start_timerEx() time to sending report.But some of enpoint can't report.
