Q. Is it possible for CC2538 to build a (ZC: Zigbee Coordinator) in SoC mode ?

Q. And do you agree to the other choices ?

Good: CC2538, CC2531, CC2530.
NG: CC2650 (memory too small).

For Coordinator mode, you are correct. The CC2530/2531/2538 can be used as ZigBee Coordinators in SoC mode, but the CC2650 can only be used as a ZigBee End Device in SoC mode (with Z-Stack 1.2.2a)
