If you don't want to use COAP, you have to implement http restful API to make other application to call it.

Yes. You can use Raspberry Pi as border-router and run er-example-server on a device.

As I know, cc26xx-web-demo doesn't support REST API so you cannot do this.

To run boader router on CC1310, you have to connect ENC28J60 to your CC13xx. You can refer to sunmaysky.blogspot.tw/.../build-6lbr-for-cc2650dk-or-cc1310dk.html

cc26xx-web-demo only supports COAP. It doesn't support http REST API.

You can ask them to use COAP interface which is more suitable for IoT.

COAP and MQTT are two of most popular protocol in IoT. If customer doesn't like them, I have nothing to suggest.
