CC2538: IEC 60730 library for use with ZStack 3.0

With a need for security and economics is there an IEC 60730 library available for use with Z Stack 3.0 on a CC2538 running as a single chip controller with radio (IAR development environment)?

If there is no specific library does anyone think it feasible/economical to modify/port the Core M3 Stellaris IEC 60730 library?

I note that http://www.ti.com/pdfs/wtbu/SWPT039.pdf  refers to the Stellaris IEC 60730 library for the CC2560.

Does this page http://www.ti.com/tool/sw-lm3s link to the IEC library in either of the two available downloads? 

Or is there a more suitable or current IEC 60730 library to start porting from available for the M3 core F28M3x series?

If a solution is to port software intended for a TI micro other than the C2538 are there any development or run time license issues (i.e. free to distribute with C2538)?
