does NLME_LeaveReq （） could only using while the device in on network？

Hi all

     i  using the NLME_LeaveReq（） to send a leave  request  when want to doing a factory reset！

     but i found  this  function could  only being used while it is on the network！

     it returns failed  no matter it is  orphan or  rejoin back off  or any other state~~~~
