Should add additional filter circuit for CC1310 whili working at 433Mhz, if not used the external filter, should the CC1310 can fulfill related certification without external filter?

Here is a reference for how the matching network for 433MHz is recommended by TI :

    CC1310

Can remove the external 32.768K Oscillator? And which features need the external 32.768K Oscillator?

This depends on your use case. If you need accurate sleep timing (like TI15.4STACK with frequency hopping with MCU sleep). If no accurate sleep timing is required, this you can remove the 32K XTAL on the CC1310 and just use the internal RC oscillator

What's the recommendation schematic design for ESD protection if GPIO connect to external directly for CC2538 & CC1310?

We do not have a recommended design for hooking up these two devices, however you can make a schematic based on the reference designs of both the CC2538 and the CC1350 (linked above) and we will be happy to review them.
