CC2530: PANID range

Hi

In ZNP document, PANID range is 0 - 0x3FFF.

But in Zigbee protocol, PANID range can be set at 0 - 0xFFFF. Why we limited it to 0x3FFF? I have tried it's working well if I set PANID in the range of 0x3FFFF - 0xFFFF?
