Does Rolling key feature is by default enabled in z-stack 3.0 ?

I would say that to change different network key for every specific period.

How to enable this feature and what is the specific time after which it changes the network key and how to change that period.

As I replied, Z-Stack doens't implement this. You have to do this from application layer. I suppose you can try to create a timer on coordinator and use ZDSecMgrUpdateNwkKey/ZDSecMgrSwitchNwkKey to do it. However, it might cause communication broken if device doesn't get network is changed.

But then , For what kind of application this feature is used. And how should be the network architecture /deployment scenario to make this feature work perfactly

If you make sure all devices get notified that network key is changed from ZC, I supposed ti should work without problem.
