You can use API macRadioSetTxPower to do it.

where should I set macRadioSetTxPower and what is the range??

You can call macRadioSetTxPower(0) in init function to set TX power to 0dbm and it should have about 40-50 meters Line-of-sight distance if you use CC2530ZDK.
