CC2538: Z-Stack 3.0 support/include SEP 2.0?

I need some info on Z-Stack 3.0:

1- Does Z-STACK 3.0 support/include SEP2.0?
2- If the answer is YES for the first question, what is your suggestion for suitable chipset? CC2538?

    Zigbee 3.0 (profile ID 0x0104) and Zigbee Smart Energy 1.4 (profile ID 0x0109) are the only two Zigbee profiles which are currently certifiable by the Zigbee Alliance but there is currently no interoperability between them due to the separate profile IDs. The two Zigbee profiles share a common set of clusters/device types but have differences (like security) for which a device which supports one profile cannot interoperate with the other.

    TI’s Z-Stack solution currently supports the Zigbee 3.0 profile and has no planned support for the Zigbee Smart Energy 1.4 profile. The Agama platform can however support Zigbee Smart Energy 1.4 via third-party development. We have gotten in contact with your team to discuss this further.
